Losing your passport while visiting Liverpool can turn a holiday or business trip into a stressful scramble, especially when your flight home is approaching. The priority is to separate five tasks: looking for the missing passport, reporting suspected theft, notifying its issuer, arranging an acceptable replacement and replanning your journey.
If you are an overseas visitor with a foreign passport, contact your own country’s embassy, high commission or consular service. The GOV.UK emergency travel document service is for British nationals outside the UK; it is not the standard solution for someone currently in Liverpool.
This guide explains the local reporting routes and the checks to make before travelling to a consular appointment or departure airport.
What to do first when your passport goes missing
Move somewhere safe and make a focused check of your belongings and recent stops. Look inside document wallets, coat linings, hotel safes and bags used earlier in the day. Ask travelling companions whether they moved it for safekeeping.
- Retrace your last confirmed sighting: reception, a station, an airport security tray, a café or a vehicle.
- Contact the relevant venue or operator: use the lost-property route for the place where you think it disappeared.
- Find any passport copy: a scan or photograph may help establish your identity, but is not itself a replacement travel document.
- Keep your itinerary handy: consular staff will need to understand any imminent departure plans.
- Contact your passport issuer promptly: particularly if theft is suspected or departure is close. Do not spend hours searching before asking about urgent procedures.
Call 999 if there is immediate danger, violence or a crime happening now. A missing passport shortly before a flight is distressing, but that alone is not a reason to call 999.
Use the right Liverpool lost-property route
Merseyside Police distinguishes belongings lost on public transport, on private property and in public places. There is no single reporting desk for every missing passport, so start with the organisation responsible for the location.
Lost at Liverpool John Lennon Airport
For belongings lost in the terminal or airport car parks, Liverpool Airport’s published help-centre guidance directs enquiries to LPLLostProperty@abm.com. Include the owner’s name, contact details and an item description. Add where and when you last saw the passport to help narrow the search.
The airport states that passports are held for 24 hours before transfer to HM Passport Office, and that recovered items must be collected in person. Its guidance does not explain nationality-specific handling. Ask the lost-property team to confirm where your individual passport is; do not assume it remains at the airport or that collection from HM Passport Office can be arranged.
Items left aboard aircraft and missing checked baggage have separate instructions. Follow the relevant route in the airport’s help centre rather than automatically sending these enquiries to the terminal lost-property team.
Lost on Merseyrail or another transport service
Merseyrail recommends its online lost-property form for belongings left on its trains or at its stations. Give the journey date, approximate time, stations and any useful information about where you were sitting.
For another rail operator, bus, coach, taxi or private hire vehicle, contact that operator or booking provider. Keep the booking reference or receipt available.
Lost at a hotel, venue or in a public place
Contact the hotel, restaurant, attraction or event venue directly if the passport may be on its premises. For an item lost in a public place, consult Merseyside Police’s current lost-or-found-property guidance to identify the appropriate next step.
Report suspected theft separately from accidental loss
If you believe your passport was stolen, use Merseyside Police’s online reporting or contact options, or call 101 for a non-emergency report or enquiry. Explain what happened and keep any acknowledgement or reference you receive.
Not every lost passport requires a police report or crime reference number. Your issuing country sets its replacement requirements. For example, the U.S. State Department says a police report is not mandatory when replacing a U.S. passport lost abroad, although it can help establish what happened.
Police reporting is also separate from passport cancellation and replacement. You must deal with the issuing authority about those matters. If the passport later turns up, check its status before attempting to travel: reporting it to the issuer can make it invalid, and cancellation may be permanent.
Contact the correct embassy or consular service
Use the GOV.UK directory of foreign embassies, high commissions and consular offices in the UK to identify your country’s representation. Then read that mission’s own lost-passport instructions.
A directory listing does not prove that an office issues passports or emergency documents. Before travelling anywhere, confirm:
- Which office can handle your application.
- Whether an appointment is required and how to request urgent assistance.
- Which replacement or emergency document you may qualify for.
- What evidence, photographs, forms and payment are needed.
- How collection works and what timing the mission can currently advise.
Do not automatically head to London, Manchester or Liverpool’s British passport office. The correct destination depends on your nationality and the service available. Same-day issuance and weekend appointments should never be assumed.
Example: U.S. citizens visiting Liverpool
U.S. State Department guidance says replacing a passport lost abroad requires an in-person application at a U.S. embassy or consulate. Tell consular staff about imminent travel; an emergency passport may be available.
The U.S. checklist includes a passport photograph, identification, citizenship evidence, itinerary, application and fees. A photocopy of the missing passport can help establish citizenship. If some documents are unavailable, explain that to consular staff rather than assuming you cannot apply. Confirm the UK location and appointment arrangements before setting off.
Example: Australian citizens visiting Liverpool
Australia’s UK mission requires appointments for lost or stolen passport replacement and states that there is no walk-in service. Applicants with urgent travel should contact the mission for guidance.
Australian guidance also states that passport cancellation is immediate and permanent. Finding the original afterwards does not restore its validity. These are Australian procedures, not universal rules for every nationality.
What if you hold a British passport?
If you are a British passport holder currently in Liverpool, use the UK passport replacement process rather than the overseas emergency travel document service.
GOV.UK lists replacement of a lost or stolen passport under the 1 week fast track service. The 1 day premium service is for adult renewals and requires the old passport, so it is not the shortcut for a missing one.
Check current eligibility, appointment availability and required documents on GOV.UK before making travel commitments. Do not assume that arriving at a passport office without the required arrangements will resolve an imminent departure.
Check the replacement document before changing flights
A replacement or emergency passport does not automatically make your original itinerary possible. Check the exact document with the destination and any transit authorities, then confirm boarding arrangements with your airline.
This matters particularly on connecting journeys. Australia’s UK mission explains that Australian emergency passports do not contain a chip and cannot be used to enter or transit some countries. Other nationalities must follow the rules applying to their own documents.
Before committing to a revised route, establish:
- Whether the destination accepts the document and whether visa requirements are satisfied.
- Whether each transit country accepts it for your proposed connection.
- Whether the carrier accepts it for the booked journey.
- Whether booking and check-in records need new document details.
- Whether you can collect the physical document before departure.
A passport photograph, photocopy, police report or boarding pass does not automatically substitute for an accepted physical travel document. easyJet’s international-flight guidance, for example, requires a physical passport or eligible national identity card, with destination requirements also satisfied.
For easyJet bookings, replacement travel-document details can be changed in Manage Bookings before check-in. After check-in, changes must be made through its app or customer service before check-in for the first flight closes. Other airlines may have different procedures.
Plan ground transport once the appointment or flight is confirmed
First establish where you actually need to go. A confirmed consular appointment needs an exact address and arrival time; an airport transfer needs a confirmed departure airport, flight and appropriate check-in allowance.
If your replacement flight departs from Manchester rather than Liverpool, Manchester Airport lists train, coach, taxi and car options for travel from Liverpool. Check services and road conditions for your actual date rather than relying on a fixed journey-time estimate.
When comparing public transport with a pre-booked private hire car, consider luggage, changes between services, your accommodation location and the consequences of missing an appointment. Families or groups should confirm passenger and luggage capacity rather than assume a standard car will fit everyone.
MANPOOL TRANSFERS’ guide to door-to-door airport transfers in Liverpool explains the general transport option. Before reserving any journey, ask the provider about availability, waiting arrangements and change or cancellation terms. Passport-related delays do not automatically mean free booking changes.
If the delay affects your permitted UK stay
If the passport problem could take you beyond your permitted stay, contact UK Visas and Immigration (UKVI) for the appropriate official guidance. A lost passport does not automatically extend immigration permission.
Keep records of consular correspondence, appointments and disrupted travel. If you have travel insurance, contact the insurer to ask what assistance or costs your policy covers; do not assume replacement documents, extra accommodation or revised transport are included.
Your final checklist before leaving Liverpool
- You have collected an accepted physical travel document.
- You have checked destination and transit requirements for that document.
- Your airline has the correct details and boarding requirements are satisfied.
- Your departure airport, flight and ground transport are confirmed.
- You have allowed time for collection, check-in and possible disruption.
The safest order is to resolve the document and entry requirements first, then finalise the journey. That helps avoid paying for transport or flights you cannot yet use.
