UK ETA for Liverpool Visitors: Entry Rules Explained

Do you need a UK ETA to fly into Liverpool?

If you are travelling to Liverpool from overseas, you may need a UK Electronic Travel Authorisation (ETA) or a visa before departure. There is no separate Liverpool authorisation: the rules are UK-wide and depend on your nationality, immigration status and reason for travelling, not simply where your flight starts.

Visitors from the USA, Australia, Canada and many European countries usually need an ETA for a short visit, unless an exemption applies. Other travellers may need a visa instead. British and Irish citizens do not need an ETA.

Start with the official GOV.UK service called “Check if you need a UK visa”. Check each traveller individually, particularly if your group has different nationalities or immigration statuses. UK ETA essentials at a glance

• Application fee: £20 per person who needs an ETA, including children.
• Validity: normally two years, or until the linked passport expires, whichever comes first.
• Journeys: an ETA can cover multiple trips during its validity.
• Visit length: eligible visitors can normally stay for up to six months per visit, subject to the applicable visitor rules.
• Processing: decisions usually arrive within a day, but can take up to three working days.
• Before departure: wait for approval; submitting an application is not enough.

An ETA is digital permission to travel. It is not a visa and does not guarantee admission. Travellers who require an ETA cannot board transport to the UK without one. Approval does not provide priority at passport control or guarantee when you will leave the airport.

Who needs an ETA, and who is exempt?

Do not assume everyone on the same flight has the same requirements. A Canadian tourist, a British dual citizen and someone with permission to live in the UK may each need different documents for an identical journey.

Common exemptions include:

• British and Irish citizens.
• People who already hold a UK visa.
• People with permission to live, work or study in the UK, including settled or pre-settled status.
• Certain lawful residents of Ireland making a qualifying journey within the Common Travel Area.

This is not an exhaustive legal list. If your circumstances involve unusual citizenship arrangements, a school group, a previous refusal or uncertainty about immigration status, consult current GOV.UK guidance rather than relying on a general checklist.

British and Irish dual citizens

Dual British or Irish citizens cannot obtain an ETA. GOV.UK lists a valid British passport, a valid Irish passport, or another valid passport containing a certificate of entitlement as ways to prove the relevant citizenship or right of abode.

Check your documents well before departure. Do not assume you can use an ETA application on your other passport as a substitute.

How much does a UK ETA cost?

The official application fee is £20. It increased from £16 on 8 April 2026, so older guides quoting £10 or £16 are out of date. Recheck the official fee before applying, as charges can change.

Every traveller who needs an ETA must have their own authorisation, including babies and children. For example, a family of four would pay £80 in official application fees if all four members require an ETA.

The fee is non-refundable after applying. Other websites or apps cannot obtain a faster decision, so use the official UK ETA app or the online application reached through GOV.UK.

How to apply before your Liverpool flight

Have the following ready:

• The passport you will use to travel.
• An email address for application updates and the decision.
• A suitable facial photograph, following the application instructions.
• A supported payment method.

Use the official UK ETA app or start the online application from GOV.UK. Follow the instructions carefully and check your passport details before submitting.

You can apply for another person using the app when they are with you. If they are not present, use the online application. This distinction is useful when organising travel for relatives or a group whose members live in different places.

When should you apply?

The Home Office recommends applying at least three working days before travel. GOV.UK says decisions usually arrive by email within a day, but can take up to three working days. Do not leave the application until you are heading to the airport or rely on an instant decision.

Wait for confirmation of approval before travelling. A payment receipt or pending application does not replace an approved ETA. Family members can receive decisions at different times, so check that every required authorisation has been granted.

What if an application is rejected or refused?

These are different outcomes. The Home Office says someone whose application is rejected may apply again. Someone whose ETA is refused cannot appeal that refusal and must apply for a visa if they still wish to seek permission to visit.

Read the decision carefully and follow the official instructions. Do not assume that submitting repeated ETA applications will resolve a refusal.

Your ETA is linked to your passport

An approved ETA is electronically linked to the passport used in the application. Travel with that same passport. GOV.UK says you only need to show your passport as evidence of the linked ETA; there is no separate ETA document to present.

If you replace your passport, you will need a new ETA linked to the new passport, unless your circumstances mean you no longer require one. An ETA does not transfer automatically between passports.

Its normal two-year validity allows multiple journeys, but it does not permit two years of continuous residence. The rules governing each visit still apply, and frequent or successive visits cannot be used to make the UK your main home.

What can you do in Liverpool with an ETA?

Eligible visitors can use an ETA to travel for tourism, visiting friends or family, permitted business activities or short-term study, normally for visits of up to six months.

A Liverpool city break, a football match, a Beatles-themed holiday or a family visit can therefore fit within ordinary tourism or visiting purposes, provided you meet the relevant requirements.

An ETA is not general permission to work. Work for a UK company or self-employment is generally prohibited, with specified exceptions such as permitted paid engagements and the Creative Worker concession. If your trip involves employment, paid activity or anything beyond an ordinary visit, check the rules for that exact purpose before applying.

Flying via Ireland: do the requirements change?

Changing flights in Dublin does not automatically remove UK entry requirements. The relevant ETA exemption concerns lawful residents of Ireland who are non-visa nationals and are travelling to the UK from elsewhere in the Common Travel Area.

A visitor taking a holiday in Ireland before continuing to Liverpool is not automatically eligible. Lawful residence in Ireland and the qualifying journey both matter; visa requirements remain a separate question.

Ireland residents relying on this exemption who are aged 16 or over should carry an accepted original, valid Irish-government-issued residence document. GOV.UK examples include an Irish Residence Permit or an Irish driving licence. Under-16s do not need residence evidence for this exemption.

If your itinerary includes Ireland, check the specific exemption rather than assuming the departure airport determines your eligibility.

Do connecting passengers at Liverpool need an ETA?

The UK has an ETA exemption for airside transit where passengers do not pass through border control. However, that should not be treated as an exemption for an ordinary Liverpool connection.

Liverpool Airport’s own help centre says connecting passengers must go through arrivals, including passport control and baggage reclaim, then return through check-in and security.

Because the airport describes a landside arrivals and re-check-in process, you should check the UK entry requirements for your nationality and journey. Do not assume an onward ticket makes you exempt. Whether you need an ETA, a visa or neither must be checked separately from the airline’s connection arrangements.

Documents to prepare for UK entry

ETA approval does not replace the Standard Visitor requirements. Your passport or travel document must be valid throughout your stay. There is no blanket Standard Visitor rule requiring six months of validity after you leave the UK, although other countries on your itinerary may have different requirements.

You must also be able to demonstrate that you intend to leave at the end of your visit, have adequate financial support and can fund your return or onward journey.

Keep practical details accessible, such as your accommodation address, return or onward travel plans and information explaining the purpose of your trip. These do not guarantee admission, but they can help you answer questions clearly if asked.

Planning your onward journey from Liverpool Airport

Once your entry requirements are settled, organise the journey from the airport to your accommodation or event. Avoid assuming an ETA will make arrivals take a fixed amount of time: passport checks and baggage collection still need to be completed.

The key distinction is simple: an ETA permits travel to the UK, while the visitor rules determine what you may do during your stay. Resolve both before departure, then plan the Liverpool part of your trip.
